Finally, the report contains a discussionmostly a very full one-of the draft, of its meaning and construction and of such problems of interpretation as are likely to arise. In short, the report constitutes a full-blown commentary on the proposed statute text, and it is understood from the beginning that it will be used as such by the courts and other authorities that are to implement the proposed legislation. To quote a characteristic example, the Royal Commission report published in 1956 by the commission entrusted with the preparation of a new Copyright Act comprised a draft Bill consisting of some 70 clauses-most of them short-and a printed explanatory memorandum of600 pages.

E. that the Constitution should be drawn up in accordance with the minimum alternative, there is the idea that a Constitution should contain only rules which can be adduced in legal proceedings before an administering authority or which in any case have a clearly demonstrable and unambiguous meaning. If the drafters of a constitution get involved in declarations of aims for the conduct of official bodies which refer to the content of politics, they will be concerning themselves with value judgments and platform items which are more appropriate to party-political programmes than to a constitution.
