For this victory, Castlereagh has rightly received the main credit, from friends and enemies alike. Not only did he conduct the measure through the one chamber where serious resistance was to be encountered (Clare had a relatively easy task with the Irish House of Lords), he was also one of the most active in the complex business of procuring a majority for the measure behind the scenes.

Castlereagh himself was conscious that many members were undecided when the Irish Parliament met in January 1799, but lack of time and late arrivals prevented him from seeing as many members privately to present his case as he would have wished. Even so, he hoped for a majority of 40 or 50. A vague remark in the King's Speech on the opening of Parliament that means should be found to consolidate the connexion between England and Ireland was the only warning given, but it was a vain hope that a rampant Opposition would allow this to pass unchallenged.
