A school secretary who takes the minutes of governing body meetings is not usually in such a fortunate position and could also be faced with conflicting loyalties between the headteacher and the governing body. The way in which the governing body faces conflict and confronts difficult issues is an important indicator of its effectiveness.

An induction programme for new governors was set up at the instigation of one of the teacher-governors.
