He has testified in a number of congressional hearings and contributed to government studies on the benefits of energy conservation and efficiency in federal buildings.
Along the way, we have sought to fairly represent the variety of themes and perspectives presented at the forums, and to capture the prevailing mood and tenor of the proceedings. In some ways, a great deal has changed since 1989. The opinions of some speakers may be different now due to modifications in the marketplace, political climate, technology and the impending deregulation of utilities. In other ways, not much has changed at all: energy efficiency remains an excellent way to reduce pollution, create jobs, save energy and save money.
A third tool, much used in the past, less used today, is the direct regulation of, or intervention in the marketplace.
