The chapters which follow will illustrate this in some detail, but the main themes to bear in mind at this point in relation to the legal and policy context are: rights; planning; integration; funding; and information sharing. This last point has relevance far in excess of its presence on the page. The prefix ‘inter’ tends to denote a more integrative, interactive and adaptive arrangement which (theoretically) allows for a much easier partnership where organisations and individual professionals are (more) comfortable with the transfer of knowledge, values and skills between organisational and professional boundaries, thus maximising the free flow of ideas, skill mix and the development of creative practices (Payne, M, 2000) and cultures.

The realities of (post-) modern-day life (Giddens, 1990, 1991) have an emphasis upon individualism (Bauman, 2003, 2007; Heywood, 2007) and consumerism and poverty have arguably taken on new and different forms (Bauman, 2004). Poverty Poverty is a major problem for many children today and the governments of the UK have pledged to eradicate it before the middle of the century. There is a number of policy initiatives which exist which have as their stated aim the minimisation and (ultimately) the eradication of (child) poverty.
