NEPA section 102 (2) required US federal agencies to prepare ‘statements’ to accompany proposals for all new legislation or other activities that might have significant environmental effects. The statements had to consider alternatives to the proposed action, address long-term as well as immediate concerns, and be taken seriously in overall decision making.
